The Anglican Communion Safe Church Commission
The Anglican Communion Safe Church Commission (ACSCC) is an international advisory body established to promote the physical, emotional, and spiritual safety of all people within the churches of the Anglican Communion.
Formally established at the meeting of the Anglican Consultative Council in Lusaka in 2016 (ACC-16), the Commission works to ensure that the church is a sanctuary of trust, justice, and healing. While its remit covers all people, it maintains a particular focus on preventing abuse and harm of children, young people, and vulnerable adults. It also seeks to ensure that leaders respond effectively, consistently, fairly and compassionately when abuse is disclosed or reported.
The Commission operates on the fundamental theological premise that safeguarding is central expression of the gospel and the Church’s integrity.
The Commission’s primary role is to develop high-level standards and capacity development resources that enable every province—regardless of its location or resources—to build a safe church. Its work is grounded in the Charter for the Safety of People within the Churches of the Anglican Communion, which outlines five core commitments for every church organisation:
- Providing Support: Providing care for the abused, their families, and affected parishes.
- Effective Responses: Ensuring impartial determination and reporting procedures for allegations.
- Pastoral Ministry: Adopting and promoting standards of practice through education and training.
- Suitability for Ministry: Conducting rigorous assessments, including background checks for staff and clergy.
- Culture of Safety: Promoting environments that prevent abuse before it occurs.
Closing the “Loophole”
A critical part of the Commission’s mandate is the implementation of the Protocol for the Disclosure of Ministry Suitability Information. This international protocol is designed to prevent those who have abused moving to different churches, by establishing a transparent mechanism for information sharing between provinces, ensuring that clergy cannot cross borders to evade accountability.
The Commission is intentionally diverse, with members representing different regions of the Communion.

The Commission’s work represents a shift from ad-hoc responses to a constitutionally embedded priority for the Communion.
- 2012 (ACC-15): The Communion formally adopts the Charter for the Safety of People, establishing the first agreed-upon text defining safety as a priority
- 2016 (ACC-16): The Safe Church Commission is established to oversee the implementation of the Charter. ACC approved ‘Protocol for disclosure of ministry suitability information between the churches of the Anglican Communion’
- 2019 (ACC-17): The ACC approved the Safe Church Guidelines and the Safe Church Commission was reconstituted for a further six years (Resolution C17.01) to oversee the global implementation of the new Safe Church Guidelines
- 2022 (Lambeth Conference): The bishops of the Communion endorse the Lambeth Call on Safe Church, elevating safeguarding to a primary topic of episcopal focus
- 2023 (ACC-18): The Council resolves to make the safety of all persons a “priority of its focus, resource allocation, and actions”
